On February 20, 1936, the Kentucky General Assembly passed an act called the “McCarthy-Raney Old Age Assistance Act.” It prescribed qualifications and eligibility for receiving assistance, created a division of public assistance, and made provision for collecting a 50 percent reimbursement from the federal government of all amounts expended under the act.
