Call to Order and Roll Call
The 1st meeting of the Capital Planning Advisory Board was held on Tuesday, May 22, 2012, at 10:00 AM, at the Kentucky State Police (KSP) Training Academy in Frankfort, Kentucky. Senator Jack Westwood, Chair, called the meeting to order, and the secretary called the roll.

Members: Senator Jack Westwood, Co-Chair; Representative Melvin Henley, Co-Chair; Representative Ron Crimm, Charles Byers, Carole Henderson, John Hicks, Sherron Jackson, Mary Lassiter, James W. Link, Mark Overstreet, Carol Palmore, and Katie Shepherd.
Guests testifying before the Board: Major John Blanton and Captain Phil Crumpton, Kentucky State Police.
LRC Staff: Shawn Bowen, Josh Nacey, and Jennifer Luttrell.
Welcome New Members and Staff
Senator Westwood stated that in March, the Governor appointed two new members to the Board to replace other members whose terms have expired. Sherron Jackson is an Associate Vice President for Budgets, Planning & Policy at the Council on Postsecondary Education. He is a past Board member, and has over 33 years of experience in postsecondary education finance and 15 years of experience in equal opportunity planning. He is replacing Ryan Keith.
Jamie Link serves as the Deputy Secretary of the Finance and Administration Cabinet. He has worked for the Commonwealth of Kentucky for about 27 years in various positions, including Deputy Executive Director of the Kentucky Horse Park and Chief Executive Officer of the World Games 2010 Foundation, Inc. Mr. Link is replacing David Buchta.
Josh Nacey joined the Legislative Research Commission (LRC) in January 2012. He is a legislative analyst for both the Capital Projects and Bond Oversight Committee and the Capital Planning Advisory Board. Prior to working for LRC, Josh was a Staff Attorney for the Energy and Environment Cabinet and, prior to that, for the Department of Public Advocacy.
Approval of Minutes
There was a motion made by Mr. Hicks, seconded by Ms. Palmore, and adopted by voice vote to approve the minutes of the September 23, 2011 meeting.
Information Items – 2012-2014 Executive Budget
Ms. Bowen said there were two items included in members’ packets: an update on the 2012-2014 Executive and Judicial Branch Budgets, and a spreadsheet detailing miscellaneous maintenance pool requests compared to maintenance pool authorizations in the 2012-2014 Executive Budget.
Instructions for the 2014-2020 Capital Plans
Pursuant to statute, April 15 of odd numbered years is the due date for agencies to submit their plans to the Board, and November 1 is the date by which the Board must submit its statewide Capital Improvements Plan to the heads of the three branches of government. Under KRS 7A, the Board is to prescribe the format for agencies to use to submit their capital plans every two years. Senator Westwood said the instructions for the 2014-2020 planning cycle are the same as in years past and no procedural changes are anticipated.
There was a motion made by Representative Henley, seconded by Mr. Link, and adopted by roll call vote to approve the instructions for the 2014-2020 capital planning cycle. The motion included the authorization for staff to make appropriate technical or editing changes as needed in finalizing the instructions for publication.
Presentation – Kentucky State Police Training Academy
Senator Westwood introduced Major John Blanton, Kentucky State Police, to present a report on the new KSP Training Academy. On July 1, 2011, the Department of Corrections transferred to KSP ownership of 362 acres of land and ten buildings at 380 Coffee Tree Road in Frankfort for use as a training facility for state trooper cadets. Since that time, KSP has conducted training exercises, classroom work, and tactical lessons at the new facility. This facility had previously been used as a minimum security prison, the Frankfort Career Development Center. The downward trend in the prison population, and the passage of House Bill 463 by the 2011 General Assembly, were cited as factors in the decision to close the Career Development Center.
In response to a question from Ms. Palmore, Major Blanton responded that there is no statutory requirement for KSP to provide training to local law enforcement agencies, the training is provided as a courtesy. KSP's new facility is the only state-owned facility available to local enforcement agencies for accident investigation training.
In response to a question from Representative Crimm, Major Blanton stated that upon completion of the renovations to the new facility, KSP will no longer utilize Eastern Kentucky University for cadet training.
In response to questions from Senator Westwood, Major Blanton responded that the new multipurpose building will be a large gymnasium for ceremonies, tactical trainings and classrooms. In addition to the $2 million bond funds currently authorized for the project, an additional $4 million will be needed to complete Phase I construction.
Senator Westwood said the Board's next meeting will be held at the new Shelby County Court Facility on July 20, 2012.
With there being no further business, Senator Westwood made a motion to adjourn the meeting. The motion was seconded by Representative Henley and the meeting adjourned at 10:41 A.M.
