A special meeting of the Government Contract Review Committee was held on Tuesday, November 20, 2001, at 1:00 a.m., in Room 111 of the Capitol Annex. Representative Brent Yonts, Chair, called the meeting to order, and the secretary called the roll.
Present were:
Members: Representative Brent Yonts, Chair; Senators Bob Jackson, Marshall Long, and Katie Stine; and Representatives Bob Heleringer, and Kathy Stein.
LRC Staff: Michael Meeks, Kim Eisner, Joseph Hood, and Jennifer Wilson.
A motion was made by Senator Long and seconded by Senator Jackson to reconsider contract amendment M-00155750 between the Transportation Cabinet and Frost Brown Todd, LLC. The motion passed unanimously.
A motion was made by Senator Long and seconded by Senator Jackson and Representative Stein to disapprove the contract. A roll call vote was taken. The motion passed unanimously.
A motion was made by Senator Long and seconded by Senator Jackson to direct the staff to draft legislation to tighten the use of Memoranda of Agreement of the type examined today and prohibit the use of contract clauses that allows agencies, other than the original party to the contract, to use a contract to obtain services unrelated to the original purpose of the contract.
With no further business before the committee, the meeting adjourned at 1:52 p.m.
