April 8, 2003

 

The Government Contract Review Committee met on Tuesday, April 8, 2003, at 10:00 AM, in Room 125 of the Capitol Annex, Frankfort, KY. Michael Meeks, Committee Staff Administrator, called the meeting to order, and the secretary called the roll.

 

Present were:

 

Members: Senators Ernesto Scorsone, Gary Tapp, Elizabeth Tori, and Jack Westwood and Representatives Jesse Crenshaw, Jeff Hoover, Kathy Stein, and Brent Yonts.

 

Guests: David Holcomb, Ann Gordon, Mike Robinson, Anne Clark, Frank Persinger, Jerry Bailey, Rice Leach, Lowell Reese, Jim Edwards, Judy Campbell, Bob McBeath, Sara Calloway, David Gayle, Steve Sharp, Don Jeffers, Kevin Nolan, Tricia Gore.

After explaining relevant provisions of Senate Bill 221, which amended the composition of the committee and required election of co-chairs, Michael Meeks accepted nominations for the position of House co-chair. A motion was made by Representative Crenshaw and seconded by Representative Hoover to nominate Representative Yonts as House co-chair of the committee. A motion was made by Representative Crenshaw that the nominations cease and that Representative Yonts be elected by acclamation. Representative Hoover seconded the motion and, without objection, it was so ordered.

 

Michael Meeks accepted nominations for the position of Senate co-chair. A motion was made by Senator Scorsone and seconded by Senator Tori to nominate Senator Westwood as Senate co-chair of the committee. A motion was made by Senator Tori that the nominations cease and that Senator Westwood be elected by acclamation. Senator Scorsone seconded the motion and, without objection, it was so ordered.

 

By agreement Representative Yonts assumed the chair, and co-chairs will alternate meetings thereafter.

 

A motion was made by Representative Crenshaw and seconded by Senator Scorsone to approve the Minutes of the March 7, 2003 meeting of the committee. The motion passed without objection.

 

A motion was made by Representative Crenshaw and seconded by Senator Scorsone and Representative Stein to consider as reviewed the Routine Contracts List with the exception of those contracts selected for further review by members of the committee. The motion passed without objection.

 

A motion was made by Representative Crenshaw and seconded by Senator Scorsone and Representative Stein to consider as reviewed the Routine Amendments List with the exception of those amendments selected for further review by members of the committee. The motion passed without objection.

 

A motion was made by Representative Crenshaw and seconded by Senator Scorsone and Representative Stein to consider as reviewed the MARS Personal Service Contracts List with the exception of those contracts selected for further review by members of the committee. The motion passed without objection.

 

A motion was made by Representative Crenshaw and seconded by Senator Scorsone and Representative Stein to consider as reviewed the MARS Personal Service Contract Amendments List with the exception of those amendments selected for further review by members of the committee. The motion passed without objection.

 

A motion was made by Representative Crenshaw and seconded by Senator Scorsone and Representative Stein to consider as reviewed the MARS Memoranda of Agreement List with the exception of those agreements selected for further review by members of the committee. The motion passed without objection.

 

A motion was made by Representative Crenshaw and seconded by Senator Scorsone and Representative Stein to consider as reviewed the MARS Memoranda of Agreement Amendment List with the exception of those amendments selected for further review by members of the committee. The motion passed without objection.
