The<MeetNo2> 4th meeting of the Government Contract Review Committee was held on<Day> Tuesday,<MeetMDY2> October 14, 2003, at<MeetTime> 9:00 AM, in<Room> Room 125 of the Capitol Annex. Representative Brent Yonts, Chair, called the meeting to order, and the secretary called the roll.

A motion was made by Senator Tapp to approve the Minutes of the September 9, 2003 meeting of the committee. Representative Stein seconded the motion, which passed unanimously.

 

A motion was made by Senator Westwood to consider as reviewed, the Routine Contracts List with exception of those contracts selected for further review by members of the committee. Representative Hoover seconded the motion, which passed without objection.

A motion was made by Senator Scorsone to reconsider the vote by which #34 on the Mars Personal Service Contract list, Prichard Committee for Academic Excellence, C-03347571, failed. Representative Stein seconded the motion. The motion passed, with Senator Tapp and Representative Hoover voting No.

 

A motion was made by Senator Scorsone to consider #34 on the Mars Personal Service Contract list, Prichard Committee for Academic Excellence, C-03347571, as reviewed without objection. Representative Stein seconded the motion. The motion failed with Senator Tapp and Representative Hoover voting No.

 

Tony Wilhite and Tim Back made a presentation to the committee on the Kentucky Procurement Assistance Program.

 

Adanne Bagby, Denise Hume, and Sarah Calloway made a presentation to the committee on the issue of retention of real estate agents on behalf of wards of the Cabinet for Families and Children. The committee staff administrator rendered his opinion that the agents required personal service contracts with the cabinet. The committee requested the general counsel to render a further opinion for the next meeting of the committee.

 

The committee discussed changing the meeting dates and times for the months of November and December due to a state holiday in November and the inaugural ceremonies in December. The committee agreed to request the November 13, 2003 at 10:00 a.m. and December 10, 2003 at 11:00 a.m.

 

With no further business before the committee, the meeting adjourned at 10:30 a.m.
