The<MeetNo2> 11th meeting of the Government Contract Review Committee was held on<Day> Tuesday,<MeetMDY2> May 11, 2004, at<MeetTime> 9:00 AM, in<Room> Room 125 of the Capitol Annex. Senator Jack Westwood, Chair, called the meeting to order, and the secretary called the roll.

A motion was made by Senators Scorsone and Tori to approve the Minutes of the April 12, 2004 meeting of the committee. Senator Tapp seconded the motion, which passed unanimously.

 

A motion was made by Representative Yonts to consider as reviewed, the Routine Contracts List with exception of those contracts selected for further review by members of the committee and the new year contracts. Senator Scorsone seconded the motion, which passed without objection.

 

A motion was made by Representative Yonts to consider as reviewed, the Routine Amendment List with exception of those amendments selected for further review by members of the committee and the new year contracts. Senator Scorsone seconded the motion, which passed without objection.

Representative Yonts discussed the contracts and agreements beginning after July 1, 2004, pointing out that because the General Assembly had not passed an Executive Branch budget, consideration of these items would be inappropriate at this time. Representative Yonts made a motion to defer all new year contracts. Senator Scorsone seconded the motion. The motion failed with Senators Tapp and Westwood voting NO.

 

Senator Westwood made a motion to reconsider the previous vote to defer all new year contracts. Senator Scorsone seconded the motion. The motion passed with Senator Tapp electing to pass on the vote.

 

Representative Yonts made a motion to defer all new year contracts. Representative Stein seconded the motion, which passed without objection.

Bill Martin and Barbara Polley discussed a renewal of a committee exemption pursuant to KRS 45A.690(1)(d)11, request by the Environmental and Public Protection Cabinet relating to Kentucky Heritage Land Conservation Fund agreements. Representative Yonts made a motion to approve the exemption request. Senator Tori seconded the motion, which passed unanimously.
