The<MeetNo2> 12th meeting of the Government Contract Review Committee was held on<Day> Tuesday,<MeetMDY2> June 8, 2004, at<MeetTime> 9:00 AM, in<Room> Room 125 of the Capitol Annex. Representative Brent Yonts, Chair, called the meeting to order, and the secretary called the roll.

 

Present were:

 

Members:<Members> Representative Brent Yonts, Co-Chair; Senator Jack Westwood, Co-Chair; Senators Ernesto Scorsone, Gary Tapp, and Elizabeth Tori; and Representatives Jesse Crenshaw, Jeffrey Hoover, and Kathy Stein.

A motion was made by Senator Scorsone to approve the Minutes of the May 11, 2004 meeting of the committee. Senator Tori seconded the motion, which passed unanimously.

 

A motion was made by Senator Scorsone to consider as reviewed, all contracts and agreements that were 100% federally funded from the May and June meeting of the committee. Representative Stein seconded the motion, which passed unanimously.

 

A motion was made by Senator Scorsone to consider as reviewed, all contracts and agreements beginning on July 1, 2004 that were 100% agency funded. Representative Stein seconded the motion, which passed unanimously.

 

A motion was made by Senator Tori to consider as reviewed, all contracts and agreements beginning on July 1, 2004 that were 100% state funded or a blend of state and federal funds. Senator Tapp seconded the motion, which failed to gain committee approval by a vote of 4 to 4, with Senators Westwood, Tapp, and Tori, and Representative Hoover voting Yes, and Representatives Stein, Crenshaw, and Yonts, and Senator Scorsone voting No.

 

A motion was made by Senator Westwood to consider as reviewed, the Routine Contracts List with exception of those contracts selected for further review by members of the committee. Representative Hoover seconded the motion, which failed to gain committee approval by a vote of 5 to 4, with Senators Westwood, Tapp, and Tori, and Representatives Hoover and Yonts voting Yes, and Representatives Stein, Crenshaw, and Senator Scorsone voting No.

 

A motion was made by Senator Westwood to consider as reviewed, the Routine Amendment List with exception of those amendments selected for further review by members of the committee. Representative Hoover seconded the motion, which failed to gain committee approval by a vote of 5 to 4, with Senators Westwood, Tapp, and Tori, and Representatives Hoover and Yonts voting Yes, and Representatives Stein, Crenshaw, and Senator Scorsone voting No.

 

A motion was made by Senator Westwood to consider as reviewed, the Routine Memoranda of Agreement List with exception of those agreements selected for further review by members of the committee. Representative Hoover seconded the motion, which failed to gain committee approval by a vote of 5 to 4, with Senators Westwood, Tapp, and Tori, and Representatives Hoover and Yonts voting Yes, and Representatives Stein, Crenshaw, and Senator Scorsone voting No.

A motion was made by Senator Westwood to consider as reviewed, the Additions List.
