The Government Contract Review Committee met on<Day> Tuesday,<MeetMDY2> January 10, 2006, at<MeetTime> 10:00 AM, in<Room> Room 125 of the Capitol Annex. Representative Brent Yonts, Chair, called the meeting to order, and the secretary called the roll.

A motion was made by Representative Stein to approve the Minutes of the December 15, 2005, meeting of the committee. Senator Tori seconded the motion, which passed unanimously.

 

A motion was made by Representative Montell to consider as reviewed, the Addition List. Representative Crenshaw seconded the motion, which passed without objection.

 

A motion was made by Representative Montell to consider as reviewed, the Personal Service Contract List, with exception of those items selected for further review by members of the committee. Representative Crenshaw seconded the motion, which passed without objection.

Center for Assessment, C-05385864. Gary Freeland and Michael Miller discussed the contract with the committee. A motion was made by Senator Scorsone to consider the contract as reviewed. Representative Stein seconded the motion, which passed with Senator Gibson voting NO and Senator Stine electing to pass.

 

Prior to adjournment of the committee, Senator Stine decided to change her "Pass" vote to a "No" vote, and Representative Montell decided to change his "Yes" vote to a "No" vote.

 

Representative Montell's decision changed the outcome of the vote (i.e., official action of the committee requires 5 affirmative votes) because without Representative Montell's "Yes" vote the contract only had four votes. Therefore, in order to accommodate the decisions of members the contract had to be reconsidered.

 

Representative Montell, who voted on the prevailing side, made a motion to reconsider the contract. Senator Tori seconded the motion. With Representatives Yonts and Stein electing to pass, and all other members voting in the affirmative, the Center for Assessment contract was placed on the agenda for reconsideration.

 

A motion was made by Senator Stine and seconded by Representative Stein to consider the Center for Assessment contract as reviewed with objection. The motion passed with all members present and voting in the affirmative.

 

PERSONNEL CABINET:

Salvaggio Teal and Associates, M-05373377. Carla Hawkins, Wayne Harmon, and Walt Gaffield discussed the contract with the committee. A motion was made by Senator Scorsone to consider the contract as reviewed. Representative Stein seconded the motion, which passed without objection.
