The<MeetNo2> Government Contract Review Committee met on<Day> Thursday,<MeetMDY2> November 16, 2006, at<MeetTime> 10:00 AM, in<Room> Room 169 of the Capitol Annex. Representative Brent Yonts, Chair, called the meeting to order, and the secretary called the roll.

A motion was made by Senator Tori to approve the Minutes of the October 5, 2006, meeting of the committee. Senator Stine seconded the motion, which passed unanimously.

 

A motion was made by Senator Stine to consider as reviewed, the Additions List, with exception of those items selected for further review by members of the committee. Senator Tori seconded the motion, which passed without objection.

 

A motion was made by Senator Stine to consider as reviewed, the Corrections List. Senator Tori seconded the motion, which passed with discussion on 0600002098, Audit Services US, LLC.  Rebecca Comley and Brenda Sweat from the Office of the Treasurer discussed the contract with the committee.  This contract had been approved at the July meeting of the committee, however due to eMars conversion, the document did not convert and was re-entered into the system.

 

A motion was made by Senator Stine to consider as reviewed, the Personal Service Contract List, with exception of those items selected for further review by members of the committee. Senator Tori seconded the motion, which passed without objection.

The committee discussed a request from the Kentucky Office of Homeland Security for all Master Agreements issued as instruments of obligation for funds received under the following Federal Homeland Security Grant Programs:

FY 2004, 2005, 2006 & 2007 State Homeland Security Grant Program, FY 2004, 2005, 2006 & 2007 Law Enforcement Terrorism Prevention Program, FY 2004, 2005, 2006, & 2007 Urban Area Security Initiative Grant Program, FY 2005, 2006 & 2007 Buffer Zone Protection Program, FY 2005, 2006, & 2007 Emergency Management Performance Grant, FY 2005, 2006 & 2007 Metropolitan Medical Response System Program, and FY 2006 & 2007 Infrastructure Grant Programs.  A motion was made by Senator Stine to grant the exemption until December 31, 2007.  Representative Montell seconded the motion which passed unanimously.
