The Government Contract Review Committee met on<Day> Wednesday,<MeetMDY2> April 18, 2007, at<MeetTime> 10:00 AM, in<Room> Room 171 of the Capitol Annex. Kim Eisner, Committee Staff Administrator, called the meeting to order, and the secretary called the roll.

Kim Eisner, Committee Staff Administrator opened the floor for nominations from a House member for the position of co-chair for a term of two years.

 

Representative Yonts made a motion to nominate Representative Keene as co-chair. Representative Montell seconded the motion.

 

Representative Yonts made a motion that nominations for co-chair cease and that Representative Keene be elected by acclamation. Representative Montell seconded the motion. Representative Keene was elected by acclamation.

 

Kim Eisner, Committee Staff Administrator opened the floor for nominations from a Senate member for the position of co-chair for a term of two years.

 

Senator Scorsone made a motion to nominate Senator McGaha as co-chair. Senator Tori seconded the motion.

 

Senator Scorsone made a motion that nominations for co-chair cease and that Senator McGaha be elected by acclamation. Senator Gibson seconded the motion. Senator McGaha was elected by acclamation and presided for the remainder of the meeting.

 

A motion was made by Representative Yonts to approve Minutes of the March 12, 2007 meeting of the committee. Representative Montell seconded the motion, which passed without objection.

 

A motion was made by Senator Gibson to consider as reviewed, the Additions List. Representative Montell seconded the motion, which passed without objection.

 

A motion was made by Senator Gibson to consider as reviewed, the Corrections List. Representative Montell seconded the motion, which passed without objection.

 

A motion was made by Senator Gibson to consider as reviewed, the Personal Service Contract List, with exception of those items selected for further review by members of the committee. Representative Montell seconded the motion, which passed without objection.

 

A motion was made by Senator Gibson to consider as reviewed, the Personal Service Contract Amendment List, with exception of those items selected for further review by members of the committee. Representative Montell seconded the motion, which passed without objection.

 

A motion was made by Senator Gibson to consider as reviewed, the Memoranda of Agreement List, with exception of those items selected for further review by members of the committee. Representative Montell seconded the motion, which passed without objection.

Talent Plus Incorporated, 336.  David Holcomb and Lisa Johnson discussed the contract with the committee.  A motion was made by Senator Gibson to consider the contract as reviewed.  Senator Tori seconded the motion, which passed with Senator Scorsone, Senator McGaha, and Representative Montell electing to abstain (PASS) and Representative Crenshaw, Representative Keene, and Representative Yonts voting NO.

Hay Group, 07-07-046.  Church Saufley, Mike Denney, and Margaret Gibbs discussed the contract with the committee.  A motion was made by Representative Yonts to consider the contract as reviewed.  Representative Crenshaw seconded the motion, which passed unanimously.

Bernard Deckard provided an overview of the New West contract in order to update the committee members.
