A motion was made by Senator Scorsone to approve Minutes of the April 18, 2007 meeting of the committee. Representative Yonts seconded the motion, which passed without objection.

Frost Brown Todd, LLC, 0700004051.  Lee Guice and Sara Boswell Denton discussed the contract with the committee.  A motion was made by Yonts to consider the contract as reviewed WITH objection.  Senator McGaha seconded the motion, which passed with Senator Tori and Representative Montell electing to abstain (pass).

 

Representative Yonts requested the Administrative Office of the Courts identify the two contracts mentioned during testimony that exceed the $125 per hour maximum rate schedule of the committee.

 

** Subsequently, Senator Tori made a motion to reconsider the vote on contract 0700004051.  Representative Yonts seconded the motion, which passed unanimously. 

 

A motion was made by Senator Tori to DISAPPROVE the contract.  Representative Yonts seconded the motion, which passed unanimously.

Senator McGaha requested information on 0700004007 regarding whether vendor has contracts with any testing companies that would constitute a conflict of interest.

Partnership for Successful Schools, 0700004068.  Hiren Desai discussed the contract with the committee.  A motion was made by Representative Yonts to consider the contract as reviewed.  Senator Scorsone seconded the motion, which passed unanimously.

 

Senator McGaha requested information from the Department of Education regarding contract 0700004068; who is involved with this vendor.

Rocky Mountain Elk Foundation, 0700003507.  There was not a representative from the department to discuss the contract.  A motion was made by Representative Yonts to defer the contract to the June meeting of the committee.  Representative Montell seconded the motion, which passed unanimously.

Center for Screen Time Awareness, 0700003510.  Joan Graham, Elaine Russell, and Tricia Okeson discussed the contract with the committee.  A motion was made by Senator McGaha to consider the contract as reviewed.  Senator Tori seconded the motion, which passed with Representative Yonts electing to abstain (pass).

 

Senator Tori requested information on the results of the contract to be provided by Health and Family Services.

Stierle and Stierle, KHC20085.  Lori Flannery, Dennis Humble, and Nancy Myers discussed the contract with the committee.  A motion was made by Representative Montell to consider the contract as reviewed.  Representative Yonts seconded the motion, which passed unanimously.

The Barthwell Group, KSU-07-09.  Steve Mason and Hinfred McDuffie discussed the contract with the committee.  A motion was made by Representative Yonts to consider the contract as reviewed.  Senator McGaha seconded the motion, which passed unanimously.

Recovery Network of Northern Kentucky, 0700004117.  Marsha Hockensmith and Maureen Fitzgerald discussed the contract with the committee.  A motion was made by Representative Yonts to consider the contract as reviewed.  Senator McGaha seconded the motion, which passed unanimously.

Mayo Collaborative Services, d/b/a Mayo Medical Laboratories, 0600002269.  Joan Graham, Dr. William Hacker, Melanie Russell, and Carlton Shire discussed the contract with the committee.  A motion was made by Senator McGaha to consider the contract as reviewed.  Senator Tori seconded the motion, which passed with Representative Yonts voting NO and Senator Scorsone, Representative Keene and Representative Montell electing to abstain (pass). 

 

**Subsequently, Senator Scorsone requested to suspend the rules in order for any member wishing to change their vote on contract 0600002269.  Senator Tori seconded the motion, which passed unanimously.  Representative Montell voted to change his vote from pass to yes.

Kentucky Hospital Associates, 0700003444.  Joan Graham, Dr. William Hacker, Melanie Russell, and Carlton Shire discussed the contract with the committee.  A motion was made by Representative Yonts to consider the contract as reviewed.  Senator Scorsone seconded the motion, which passed unanimously.

Representative Yonts requested a detailed list of expenditures on this contract.  Representative Yonts also requested that a member from the Finance and Administration Cabinet be present at our next meeting.

A motion was made by Representative Yonts to reconsider the vote on American Engineers Incorporated, 0700004074, HNTB Corporation, 0700004077, Michael Baker Jr. Incorporated, 0700004078, GRW Engineers Incorporated, 0700004081, and Entran, PLC, 0700004088.  Senator Scorsone seconded the motion, which passed unanimously.

 

A motion was made by Representative Yonts to defer the above stated contracts to the June meeting of the committee.  Representative Montell seconded the motion, which passed with Senator McGaha electing to abstain (pass).

Representative Yonts requested a list of all tests and time periods required by the Department of Education regarding mandates for testing of schools.  He also requested information on how effective the No Child Left Behind program is and how many educators support it.
