The<MeetNo2> Government Contract Review Committee met on<Day> Tuesday,<MeetMDY2> October 9, 2007, at<MeetTime> 10:00 AM, in<Room> Room 171 of the Capitol Annex. Senator Vernie McGaha, Chair, called the meeting to order, and the secretary called the roll.

A motion was made by Representative Keene to approve Minutes of the September 11, 2007 meeting of the committee. Senator Scorsone seconded the motion, which passed without objection.

 

A motion was made by Representative Keene to consider as reviewed, the Corrections List. Representative Montell seconded the motion, which passed without objection.

 

A motion was made by Representative Crenshaw to consider as reviewed, the Addition List item, #1; 08-05 Frierson Consulting.  Senator Scorsone seconded the motion, which passed unanimously.  Senator Scorsone requested for items #2 and #3; 0600002141, Navigant Consulting and 0700004312, NKCES be discussed with the committee. 

 

A motion was made by Representative Keene to consider as reviewed, the Personal Service Contract List, with exception of those items selected for further review by members of the committee. Representative Montell seconded the motion, which passed without objection.

The Office of the Governor, Kentucky Office of Homeland Security requested a renewal of the exemption granted on January 9, 2007 from review by the committee all Master Agreements issued as instruments of obligation for funds received under the following Federal Homeland Security Grant Programs:  FY 2008 State Homeland Security Grant Program, FY 2008 Law Enforcement Terrorism Prevention Program, FY 2008 Citizen Corps Program, FY 2008 Urban Area Security Initiative Grant Program, FY 2008 Buffer Zone Protection Program, 2008 Emergency Management Performance Grant, FY 2008 Metropolitan Medical Response System Program, FY 2008 Infrastructure Grant Programs, FY 2008 Public Safety Interoperable Communications Grant Program.  The exemption request would expire December 31, 2008.  Joel Schrader discussed the exemption with the committee.  A motion was made by Senator Gibson to approve the exemption request.  Representative Montell seconded the motion, which passed with Senator Scorsone and Representative Keene voting NO.

 

Representative Yonts requested a list of who applied for grant funds, what was applied for, who was denied funds and the reason for the denial.

 

The Transportation Cabinet's request for an exemption from the biennial restriction was deferred from the September meeting of the committee. The committee deferred the request until the November meeting in order to obtain additional information.

 

With no further business before the committee, the meeting adjourned at 11:55 a.m.
