The Government Contract Review Committee met on Tuesday,<MeetMDY2> April 14, 2009, at 10:00 AM, in Room 171 of the Capitol Annex. Kim Eisner, Committee Staff Administrator, called the meeting to order, and the secretary called the roll.
Present were:
Members: Senator Vernie McGaha, Co-Chair; Senators Julian M. Carroll and Carroll Gibson; Representatives Jesse Crenshaw, Dennis Horlander, Brad Montell, and Brent Yonts.

Kim Eisner opened the floor for nominations from a House member for the position of co-chair.
Senator Gibson made a motion to nominate Senator McGaha as co-chair. Senator Carroll seconded the motion.
Senator Gibson made a motion that nominations for co-chair cease and that Senator McGaha be elected by acclamation. Senator Carroll seconded the motion.
Senator McGaha was elected by acclamation and presided for the remainder of the meeting.
Representative Crenshaw made a motion to nominate Representative Horlander as co-chair. Representative Yonts seconded the motion.
Representative Montell made a motion that nominations for co-chair cease and that Representative Horlander be elected by acclamation. Representative Crenshaw seconded the motion. Representative Horlander was elected by acclamation.
A motion was made by Representative Yonts to approve Minutes of the March 10, 2009 meeting of the committee. Representative Montell seconded the motion, which passed without objection.
A motion was made by Representative Yonts to consider as reviewed, the Personal Service Contract List, with exception of those items selected for further review by members of the committee. Representative Crenshaw seconded the motion, which passed without objection.

AUDITOR OF PUBLIC ACCOUNTS:
Brian Lykins and Jettie Sparks came before the committee to discuss the report by the Office of the Auditor of Public Accounts regarding the audit of personal service contracts between the Department of Mental Health and Mental Retardation and medical staffing companies provided nurses and similar support services to Department hospitals and facilities. Beth Jurek and Patrick Mooney from the Cabinet of Health and Family Services also discussed the report with the committee.
