The Government Contract Review Committee met on Tuesday, May 8, 2012, at 10:00 AM, in Room 171 of the Capitol Annex. Senator Vernie McGaha, Chair, called the meeting to order, and the secretary called the roll.

EXEMPTION REQUESTS
EDUCATION AND WORKFORCE DEVELOPMENT CABINET, OFFICE OF LEGAL AND LEGISLATIVE SERVICES:
The Education and Workforce Development Cabinet, Office of Legal and Legislative Services requested an exemption pertaining to the Legal Maximum Rate Schedule Requirement GCRC Policy Statement 99-1. The exemption is applicable to the bond counsel contract with Peck, Shaffer & Williams, LLP. This contract sets a negotiated rate of $.75 per $1,000 bond issued for fixed rate private placement special revenue bonds. Ryan Green discussed the exemption request with the committee. A motion was made by Representative Yonts to approve the request. Representative Horlander seconded the motion, which passed unanimously.

The Department of Education requested exemption pertaining to the Biennial Requirement GCRC Policy Statement 99-4. A motion was made by Representative Yonts to approve the request to September 30, 2014. Senator Hornback seconded the motion, which passed unanimously.
ENERGY AND ENVIRONMENT CABINET, OFFICE OF THE SECRETARY:
The Energy and Environment Cabinet, Office of the Secretary on behalf of the Kentucky Heritage Land Conservation Fund requested an exemption pertaining to the biennial requirement GCRC Policy Statement 99-4 and requests an exemption from committee’s routine review process and will provide quarterly reports. Dr. William H. Martin and Barbara Pauley discussed the exemption request with the committee. A motion was made by Representative Housman to approve the request to June 30, 2014. Representative Yonts seconded the motion, which passed unanimously.
