Minutes of the 495th Meeting

 

 February 9, 2000

 

The 495th Legislative Research Commission met on Wednesday, February 9, 2000, at 12:00 p.m., in Room 131 of the Capitol Annex. Senator David Williams, Chair, called the meeting to order, and the secretary called the roll.

 

Present were:

 

Members:  Senator David Williams, Presiding Officer; Representative Jody Richards, Co-Chair; Senators David Boswell, Charlie Borders, Dan Kelly, David Karem, Marshall Long, Richard "Dick" Roeding, and Elizabeth Tori; Representatives Woody Allen, Joe Barrows, Jim Callahan, Danny Ford, and Jeff Hoover.

 

LRC Staff:  Bobby Sherman, Director; and Diana Hill.

 

A motion was made by Senator Roeding, seconded by Representative Richards and duly passed without objection, to approve the minutes of the January 9, 2000, meeting.

 

Under Staff and Committee Reports, a motion was made by Senator Boswell, seconded by Representative Allen and duly passed without objection, to accept and refer items A. through C. as indicated.

 

A.    Information requests.

 

B.    Report of administrative regulations from the House Standing Committees on Natural Resources and Environment, Health and Welfare, Local Government, and Economic Development; and the Senate Standing Committee on Health and Welfare.

 

C.    Final report of the Subcommittee on Tax Policy Issues submitted by Representative Harry Moberly and Senator Benny Ray Bailey, Co-Chairs, Subcommittee on Tax Policy Issues, to the House and Senate Standing Committees on Appropriations and Revenue.

 

Under New Business, a motion was made by Representative Richards, seconded by Senator Roeding and duly passed without objection, to approve Item A.

 

A.    From Senator David Williams, President of the Senate, and Representative Jody Richards, Speaker of the House: Request for approval to commission an independent external audit of the Kentucky Department of Education.

 

Under Communications, a motion was made by Representative Hoover, seconded by Senator Roeding and passed without objection, to accept items A. through M.

 

A.  From the Secretary for Families and Children: Cabinet's Quarterly Report on SWIFT Adoption Teams for the fourth quarter of FY99, to the House and Senate Standing Committees on Health and Welfare.

 

B.  From the Labor Cabinet, Coal Workers' Pneumoconiosis Fund: Quarterly Report/October - December, 1999, to the House Standing Committees on Labor and Industry and Senate Standing Committee on Economic Development, Tourism and Labor.

 

C.  From the Office of Financial Management and Economic Analysis: Monthly Investment Income Reports for October and November, 1999, to the House and Senate Standing Committees on Appropriations and Revenue.

 

D.  From the Secretary for Health Services: 1999 Annual Report of the Traumatic Injury Trust Fund Board of Directors, to the House and Senate Standing Committees on Health and Welfare.
