The<MeetNo2> 499th meeting of the Legislative Research Commission was held on<Day> Wednesday,<MeetMDY2> November 29, 2000, at<MeetTime> 1:30 PM, in<Room> Room 111 of the Capitol Annex. Senator David L. Williams, Chair, called the meeting to order, and the secretary called the roll.

 

Present were:

There being a quorum present, a motion was made and seconded to approve the minutes of the September 6, 2000, meeting.

 

Under Staff and Committee Reports, a motion was made by Senator Boswell, seconded by Representative Clark and duly passed without objection to accept Items A. through D. as follows:

 

A.           Information requests.

B.           Committee Activity Report for September, 2000.

C.           Reports of the Administrative Regulation Review Subcommittee meetings of September 12, October 10, and November 14, 2000.

D.           Report of the Education Assessment and Accountability Review Subcommitee regarding deferral of 703 KAR 5:140 – School and district report cards.

 

Under New Business, a motion was made by Senator Karem, seconded by Senator Long and duly passed without objection, to accept and refer the following prefiled bills: BR 28 to Education; BR 29 to Judiciary; BR 30, BR 41, BR 45, and BR 46 to Appropriations and Revenue; BR 57 to Agriculture and Natural Resources; and BR 31 to State Government.

 

A motion was made by Representative Clark, seconded by Senator Tori and passed without objection, to approve the following requests Under New Business:

 

B.      From Senator Vernie McGaha, Chair, Tobacco Task Force: Request for approval to meet on December 12 in Frankfort in order to fulfill the December 15 report deadline requirements of SB 49 relating to tobacco contracting.

 

C.     From Senator Ernie Harris, Representative Larry Clark, and Mr. Jack Conway, Co-Chairs, Special Task Force on Electricity Restructuring: Request for approval to meet on December 11 in order to comply with the provisions of SJR 107.

 

D.     From Bobby Sherman: Consideration and approval of the proposed 2001 Regular Session Calendar.

 

E.      From Anita Taylor: Request for approval of prefiling deadlines for the 2001 Regular Session of the General Assembly.

 

F.      From Representative Tom McKee, Chair, Special Subcommittee on Energy: Request for approval to meet on December 7 to review administrative regulations proposed by the Commercial Mobile Radio Service.

 

Under Communications, a  motion was made by Representative Barrows, seconded by Senator Long, and duly passed without objection, to accept and refer the following agency reports:

The following two resolutions were adopted by voice vote.

 

A.           A RESOLUTION adjourning the Legislative Research Commission in loving memory and honor of Representative Marvin L. “Pete” Worthington.

B.           A RESOLUTION adjourning the Legislative Research Commission in loving memory and honor of August F. “Gus” Sheehan, Jr.

 

Two handouts were distributed to members from Speaker Richards. The first handout was a memo from Senator Williams and Speaker Richards regarding guidelines for holding meetings of interim joint committees between segments of the 2001 Regular Session of the General Assembly. Upon motion by Speaker Richards and seconded by Representative Clark, the motion was adopted without objection.

 

The second memo was from Senator Williams and Speaker Richards requesting approval for task forces and special committees created by the 2000 General Assembly to begin and continue meeting through the 2000-2001 legislative interim. A motion was made by Speaker Richards and seconded by Senator Tori. The motion was adopted without objection.

 

There being no further business, the meeting was adjourned at 1:50 p.m.
