The<MeetNo2> Program Review and Investigations Committee met on<Day> Friday,<MeetMDY2> January 9, 2009, at<MeetTime> 10:00 AM, in<Room> Room 131 of the Capitol Annex. Representative Reginald Meeks, Chair, called the meeting to order, and the secretary called the roll.

 

Present were:

 

Members:<Members> Representative Reginald Meeks, Co-Chair; Senators Charlie Borders, Vernie McGaha, R.J. Palmer II, Joey Pendleton, John Schickel, and Dan Seum; Representatives Dwight D. Butler, Ruth Ann Palumbo, and Ken Upchurch.

 

Guests:  No guests were present.

 

LRC Staff:  Greg Hager, Committee Staff Administrator; Rick Graycarek; Christopher Hall; Colleen Kennedy; Van Knowles; Jean Ann Myatt; Rkia Rhrib; Sarah Spaulding; Cindy Upton; Stella Mountain, Committee Assistant.

 

Representative Meeks welcomed the new committee member, Senator John Schickel, who replaced Senator Harris. 

 

Upon nomination made by Senator Seum, and seconded by Senator McGaha, Senator Schickel was elected by acclamation without objection for the position of Senate Co-chair.

 

To allow staff to work on other topics to be selected, Representative Meeks recommended that the Medicaid information systems topic not be done.  [The topic had been selected by the committee at its November 13, 2008 meeting.] After motion made by Senator Seum and seconded by Senator McGaha, the recommendation not to do the study on Medicaid information systems was accepted by roll call vote.

 

Representative Meeks said the co-chairs were recommending five more topics to be added for studies:  1) review of the Education Professional Standards Board, 2) regulation of charitable gaming, 3) foreclosures on homes in Kentucky, 4) role of schools in caring for students with diabetes, and 5) efficiency of corrections programs.

 

The motion by Senator Seum to initiate these five study topics, seconded by Representative Palumbo, was approved by roll call vote.

 

The meeting was adjourned at 11:35 am.
