AN ACT relating to special military-related license plates.
Repeal and reenact KRS 186.041, relating to license plates for disabled veterans, to combine into one section the provisions for disabled veterans, Congressional Medal of Honor recipients, Purple Heart, P.O.W., Pearl Harbor, National Guard, Civil Air Patrol, Coast Guard, and active, retired, reserve, and veteran plates; make provisions uniform; reduce initial and renewal licensing fees; provide for $5 of the $12 state fee paid when initially registering or renewing the registration of a motor vehicle to go toward funding the Kentucky veterans' program trust fund established under KRS 40.460(2)(b); rename the active, retired, reserve, and veteran license plate the "Uniformed Services" license plate; provide for the plate to be renewed annually during the applicant's birth month, except for disabled veterans who continue to renew each July 31; provide for the plate to be replaced on the same schedule as regular license plates are replaced under KRS 186.240; create a new section of KRS Chapter 189, relating to traffic regulations, to move Congressional Medal of Honor recipients, and disabled veteran parking privileges from Chapter 186; repeal KRS 186.044, 186.1701, 186.1702, 186.173, 186.731, 186.1732, 186.1733, 186.182, and 186.1861; require the Transportation Cabinet to refund any application fees being held for Marine Corps League or U.S. Veteran license plates.
HB 100 - AMENDMENTS
HCS/FN/LM - Retain the provisions of the original bill with the following changes: allow members of the Coast Guard Auxiliary and members of the Merchant Marines with service between 12/7/41 and 8/15/45 to be eligible for a special military-related license plate; allow a veteran's widow to obtain a special military-related license plate; restore full $12 state fee to go to the Transportation Cabinet; provide for a person purchasing or renewing a special military-related license plate to pay an additional $5 to be forwarded to the Department of Veterans Affairs and deposited into the veterans' program trust fund established by KRS 40.460(2)(b); and delete repeal of KRS 186.1733, relating to a special license plate for a member or veteran of the Marine Corps League.
SCS/FN/LM - Retain the provisions of the original bill with the following changes: make the $5 fee on initial issue and annual renewal of license plate optional rather than mandatory; add a new Section 5 to provide for persons that purchased a license plate under KRS 186.1732 between June 1, 1999, and the effective date of this Act to be eligible for a credit of $25 toward future state registration renewal fees.
SFA (1, E. Tori) - Amend the Senate Committee Substitute to provide that the initial state registration fee for a special military license plate shall be $17; divide the fee as follows: $12 to the Transportation Cabinet and $5 to the Department of Veterans Affairs for use in the veterans' program trust fund; permit a person when renewing a military license plate to donate $5 to the veterans' program trust fund.
CCR - The Conference Committee could not reach an agreement and requested a Free Conference Committee to be appointed.
FCCR (Majority Report) - Adopt the provisions of the Senate Committee Substitute to HB 100/GA copy with the following changes: On page 3, delete the provisions in subsection (4) of Section 1 making military license plates issued under HB 100 a lifetime license plate and provide for all the license plates issued under HB 100 to be a five year license plate; on page 9, delete Section 5 in its entirety; and adopt the provisions of Senate Floor Amendment No. 1 to the Senate Committee Substitute in its entirety without change.
