AN ACT relating to the Kentucky Educational Excellence Scholarship.
Amend KRS 156.160 to require the Kentucky Board of Education to establish by administrative regulation a uniform numerical grading scale to determine student eligibility for merit scholarships, and permit the certification of nonpublic schools on criteria including the adoption of the uniform grading scale; amend KRS 164.7874 to define terms including "eligible student", "high school", and "numerical grade average (NGA)"; amend KRS 164.7879 to require the Council on Postsecondary Education to assign appropriate base amounts for merit scholarships in accordance with the uniform numerical grading scale and require the Kentucky Higher Education Assistance Authority to provide awards based on the numerical grading scale beginning with the 2000-2001 academic year; set the grading scale at 80 to 100 points on a 100 point scale; require students to have a minimum ACT score of 18 rather than 15 for a supplemental award; and amend KRS 164.7885 to require high schools to report the numerical grade average of eligible students.
