AN ACT relating to capital projects and declaring an emergency.
Create new sections of KRS Chapter 164A to require General Assembly approval before institutions of higher education may transfer housing or dining assets to a corporate or other entity, when those assets will continue to be used for the institution's benefit; require the entity that is the recipient of the assets to submit to an annual financial audit, and to comply with statutes relating to capital planning, bond disclosure and review, and procurement.
HB 1011 - AMENDMENTS
HCS - Delete reference to transfer of equipment or other assets in addition to housing or dining system facilities; require compliance with prevailing wage law in connection with the construction or renovation of facilities; on effective date, apply requirements to transfers entered into prior to the effective date; EMERGENCY.
