AN ACT relating to services for persons with mental retardation and other developmental disabilities, making an appropriation therefor, and declaring an emergency.
     Amend KRS 347.010 to require a plan for services to mentally retarded and developmentally disabled persons; require funding proportionate to regional population; require focus on community-based services; create new sections of KRS Chapter 347 to create commission on services and supports to disabled persons to produce 10-year plan, reduce waiting lists, evaluate and monitor services, and report to Cabinet for Health Services and General Assembly; general fund appropriation of $5,021,541 for FY 01, $10,334,374 for FY 02; EMERGENCY.
