HB 136/FN (BR 898) - J. Draud, J. Reinhardt
AN ACT relating to public school volunteers.
Create a new section of KRS Chapter 161 to require state criminal records checks of adult volunteers in public schools who have contact with students on a regularly scheduled or continuing basis, or who have supervisory responsibility for children and to require districts to provide written materials to volunteers; require the Justice Cabinet and the Administrative Office of the Courts to promulgate administrative regulations prescribing the procedure for records check requests; amend KRS 161.044 to conform.
HB 136 - AMENDMENTS
HCS/FN - Retain provisions of HB 136 except delete the requirement for a school district to provide a written description detailing responsibilities, expectations, and qualifications needed for volunteer activities, and amend the provision to permit the local school boards to pay costs of criminal records checks from local funds and donations from any source including volunteers; and change references to local board of education.
SCA (1, R. Stivers) - Delete the requirement that the Justice Cabinet and the Administrative Office of the Courts shall promulgate regulations pertaining to school volunteer criminal records checks; require that a request for a school volunteer criminal records check shall be submitted on a form or through a process approved by the Justice Cabinet or the Administrative Office of the Courts.
