HB 161/FN (BR 1034) - C. Siler, B. Colter, M. Rader

     AN ACT relating to speech-language pathology.
     Create a new section of KRS Chapter 161 to authorize the Education Professional Standards Board to issue certification as a teacher of exceptional children/communication disorders to a person who has completed the requirements set forth by the board; require the Education Professional Standards Board to issue two (2) levels of certification, one for persons with a bachelor's degree in speech-language pathology and one for persons with a master's degree in speech-language pathology; set the length of certification and certification renewal at five (5) years; authorize the issuance of provisional certification as a teacher of exceptional children/communication disorders to a person holding licensure as a speech-language pathologist or speech-language pathology assistant until the Education Professional Standards Boards has promulgated administrative regulations specifying the requirements for certification; amend KRS 161.048 to allow for alternative certification of candidates to work in teaching programs for students who have speech and language disorders; amend KRS 334A.020 to eliminate the position of speech-language pathology assistant licensed by the Kentucky Board of Speech-Language Pathology and Audiology; and amend various other sections to conform; repeal KRS 334A.033, which sets requirements for licensure as a speech-language pathology assistant.

HB 161 - AMENDMENTS


     HCS/FN - Create a new section of KRS 161 to authorize the Education Professional Standards Board to issue two levels of certification for teachers of exceptional children/communication disorders, a bachelor's level and master's level; permit a speech language pathology assistant to continue to work under the provisions of KRS Chapter 334A, or pursue teacher certification; require participation in the beginning teacher internship program; require bachelor's level teachers of exceptional children/communication disorders to work under the professional requirements for speech-language pathology assistants; permit a speech language pathology assistant under certain conditions to substitute prior professional experience for student teacher and beginning teacher internship requirements; specify that a teacher of exceptional children/communication disorders shall receive teacher salary and benefits; create a new section of KRS Chapter 164 to require postsecondary institutions with speech-language pathology and teacher education programs to align programs of studies, increase the number of students, and provide expanded educational opportunities for speech-language pathology assistants; amend KRS 161.030 include a speech language pathologist on the beginning teacher committee; amend KRS 161.048 to permit out-of-state teachers with appropriate qualifications to receive certification to teach students with speech and language disorders; amend KRS 334A.020 to change the delegated tasks and prohibited activities for speech-language pathology assistants; amend KRS 334A.035 to make technical changes; amend KRS 334A.060 make technical changes; amend KRS 334A.033 to specify the levels of supervision required for speech-language pathology assistants, based on years of experience and supervisor approval; and clarify language regarding the coordination and delegation of tasks between a supervisor and a speech-language pathology assistant.

Guthrie) - Retain original provisions of the bill, with the following exceptions: specify that students in speech-language pathology and teacher education programs be qualified students; delete Section 4 of the Act which specified that alternative certification provisions for teachers of exceptional children include teachers who work with students with speech and language disorders; and require that a supervisor of a speech-language pathology assistant or bachelor's level teacher of exceptional children/communication disorders must be a speech-language pathologist or master's level teacher of exceptional children/communication disorders.
