AN ACT relating to civil actions.
     Amend KRS 411.095, relating to liability for damages for stealing or damaging retail or wholesale goods, to eliminate provisions for recovery of civil penalty imposed in addition to recovery for actual loss and to preclude a civil action where criminal charges have been initiated.
