AN ACT relating to annuities.
     Amend KRS 454.430 and 454.431 to prohibit the transfer of structured settlement payment rights; create a new section of Subtitle 15 of KRS Chapter 304 to prohibit a person from assigning, transferring, or selling the payments that the person is entitled to receive from an annuity; prohibit an insurer from making payments to a person who claims the payments were sold, transferred, or assigned; repeal KRS 454.435, which establishes the jurisdiction of the Circuit Court for transfer of structured settlement payment rights.
