AN ACT relating to an annual leave sharing program for state employees.
Create a new section of KRS Chapter 18A to create the annual leave sharing program for state employees; require that employees who have accrued more than 75 hours of annual leave be allowed to transfer any additional annual leave time to another employee; allow an appointing authority, with the approval of the secretary of the cabinet, to approve an employee to receive annual leave if the employee suffers from a catastrophic loss to his or her personal property due to a natural disaster or fire; set eligibility guidelines for employee participation in the program; allow for any unused annual leave time in the employee's account after the employee has returned to work to be transferred back to the donating employees' accounts; require the secretary of the Personnel Cabinet to promulgate administrative regulations to implement the annual leave sharing program; amend KRS 18A.025 to conform.
