AN ACT relating to health insurance.
Amend KRS 18A.225 to provide that state employees will be covered by a self-funded health insurance plan; authorize the secretary of finance and administration to transfer funds from the tobacco settlement to the Kentucky Kare Health Insurance Fund; authorize the secretary to terminate plan if the plan is not actuarially sound; require the secretary to notify the Legislative Research Commission; direct the secretary to obtain coverage for state employees upon termination of the self-funded plan; amend KRS 42.800 to increase the membership of the Kentucky Kare Health Insurance Authority from eight members to ten members; amend KRS 42.805 to require the self-funded plan to provide statewide coverage and permit it to offer more than one health benefit plan; permit the Kentucky Kare health insurance fund to receive funds transferred from the tobacco settlement; amend KRS 42.810 to permit the Kentucky Kare health insurance authority to request the secretary of finance and administration to request the General Assembly to appropriate funds to the Kentucky Kare health insurance fund from moneys received from the tobacco settlement; and amend KRS 42.820 to permit nonstate employees who have resided in Kentucky for at least one year to obtain coverage through the self-funded plan.
