AN ACT relating to the Kentucky Unified Juvenile Code.
     Amend KRS 640.040 to prohibit capital punishment for juveniles under 18 years of age; and permit sentence of life imprisonment without benefit of parole for 25 years if person committed a capital offense while age 16 or older.
