AN ACT relating to the retail price of new motor vehicles.
     Amend KRS 138.450, relating to definitions governing usage tax on motor vehicles, to amend the definition of "retail price" to exclude the value of a vehicle trade-in when determining the amount of usage tax due on a new motor vehicle purchase; apply to new motor vehicles purchased on or after August 1, 2000.
