HB 389/AA (BR 1315) - A. Arnold, J. Stewart

     AN ACT relating to retirement.
     Amend KRS 21.370 to allow vested members of the judicial retirement system to purchase up to 4 years of service as a Domestic Relations Commissioner, Trial Commissioner, or Master Commissioner; allow members with 20 years of service in state government to purchase 5 years of air time; allow funds in another qualified plan to be used to purchase time; amend KRS 6.515 to allow a member of the legislators' retirement plan who has 240 months credit to purchase 5 years of air time; allow funds in another qualified plan to be used to purchase time; amend KRS 21.427 and KRS 6.577 to provide for a medical reimbursement plan for judicial and legislative members not living in Kentucky and not eligible for group insurance to the extent of normal monthly contributions as determined by the board of trustees; amend KRS 21.530 to provide same per diem for board members as for legislators.

HB 389 - AMENDMENTS


     HCS/AA - Delete Judicial purchase of commissioner time and air time and delete deferred compensation transfer for purchases; delete Legislative purchase of air time and delete deferred compensation transfer for purchases; amend KRS 61.510 and 78.510 to provide for high 3 for employees with at least 25 years of service if their service and age total 85 if they retire between July 15, 2000, and July 15, 2001.
     HFA (1, C. Geveden) - Provide that to be eligible for the high 3 benefit, the 25 year service qualification shall be exclusive of service purchased under KRS 61.552(26), "air time" purchases.
     SCS/AA - Retain reimbursement of medical insurance plan, delete provisions of GA bill relating to high 3 calculation, clarify KRS 21.450 regarding benefit calculation.
