     Amend various sections of KRS Chapter 243 to establish a license for the retail sale of alcoholic beverages at automobile race track with a seating capacity of at least 30,000; establish state distilled spirits license fee of $2,000; establish cap on city license for automobile race track of $2,000; EMERGENCY.
