     AN ACT relating to the executive branch ethics code.
     Amend KRS 11A.010 to specify that the definition of "gift" does not include gifts from family members, campaign contributions, or door prizes available to the public; delete from the definition of "officer" members and full-time chief administrative officers of certain listed boards and commissions and administrative law judges; define "directly involved"; create a new section of KRS Chapter 11A to prohibit a member of any board, commission, authority, council, or committee in the executive branch from doing business with the board, commission, authority, council, or committee of which he is a member; direct that this prohibition does not apply to purchases that are available on the same terms to the general public or which are made at public auction; require the member to disclose to the other members of the board, commission, authority, council, or committee any conflict of interest and to abstain from all decisions concerning his interest, if the decision would affect him differently from other members of the business, profession, occupation, or group; require members of a board, commission, authority, council, or committee to be subject to KRS 11A.045, relating to the acceptance of gifts by public servants; require the boards and commissions formerly listed in the definition of "officer" to file a statement of financial disclosure; amend KRS 11A.990 to include those listed board and commission members in the penalty for failure to file the statement of financial disclosure by the date specified; amend the penalty of salary withholding for not filing a statement of financial disclosure to be recoverable upon the filing of the financial disclosure statement.
