AN ACT relating to workers' compensation and declaring an emergency.
     Amend KRS 342.0011 by revising the definition of total disability to include consideration qualifications and training of the employee; amend various sections of KRS Chapter 342 to eliminate arbitrators and the arbitrator system; amend KRS 342. 270 to require mediation before hearing; amend KRS 342. 215 to restore the workers' compensation board; amend KRS 342.730 to increase factors in impairment grid by .25; EMERGENCY.
