HB 522/FN/LM (BR 1782) - J. Wayne, J. Adams, C. Hoffman, J. Jenkins, S. Riggs

     AN ACT relating to planning personnel.
     Create a new section of KRS Chapter 100 to require that members of a local planning commission and a local board of zoning adjustment conform to ethics requirements established in KRS 65.003, and require the local government to incorporate those individuals within their plans; create the Planning Professional and Planning Commissioner Training Panel, set its membership and terms, and attach it to the Department for Local Government for administrative purposes; create new section of KRS Chapter 147A to require the panel to certify initial training programs for planning commissioners, and continuing education programs for planning officials and planning professionals; set out application criteria for programs, set out approval procedures for programs, and allow the department to promulgate administrative regulations governing the training; amend KRS 100.133 to provide that at least half of the membership of a planning commission have no financial interest in the land development and construction industry; amend KRS 100.137 to conform.

HB 522 - AMENDMENTS


     HCS/FN - Delete provisions of bill and replace with the requirements that planning personnel take orientation training and continuing education; require the local planning commissions to provide or pay for the appropriate training; provide process for certification of attendance; and prohibit individuals who do not comply from either being employed, or remaining on boards and commissions.
     HFA (1, J. Bruce) - Expand training requirements to include each "professional or administrative employee of the planning commission" and define "professional or administrative employee of the planning commission".
     HFA (2, J. Vincent) - Amend House Bill 522/ HCS to make the provisions of the Act apply to counties containing a city of the first class.
