HB 544 (BR 1975) - H. Moberly

     AN ACT relating to law enforcement.
     Amend KRS 15A.070, KRS 70.263, KRS 95.955, and various sections of KRS Chapter 15 to allow the Kentucky Law Enforcement Council and the Department of Criminal Justice Training to promulgate administrative regulations; require peace officers to complete 640 hours of basic training at a school certified by the council; require other minimum qualifications for peace officers.

     SFA (1, E. Tori) - Add amendment of KRS 15.420 relating to membership in the Kentucky Law Enforcement Foundation Program Fund police salary supplement to include the Kentucky State Police.
     SFA (2, G. Neal) - Add section prohibiting a peace officer from stopping, detaining, or searching any person when solely motivated by considerations of race, color, or ethnicity; require state and local law enforcement agencies to adopt a written policy prohibiting such practices; require written policy to provide for discipline of peace officers, including termination; require Justice Cabinet to develop model written policy.
