     AN ACT relating to teachers' retirement.
     Create a new section of KRS Chapter 156 to define "critical shortage area" as a lack of certified teachers in particular subject areas, in grade levels, or in geographic locations as determined by the commissioner of education; require the Kentucky Board of Education to promulgate administrative regulations to implement the provisions of this Act; create a new section of KRS Chapter 161 to provide that a member retired for at least 60 days may return to full-time or part-time teaching without loss of retirement benefits if certified and teaching in a critical shortage area; require the employer and the employee to contribute annually to the retirement system on the compensation paid to the retired member at rates determined by the retirement system actuary; provide that when the retiree's reemployment terminates, the total contributions with interest shall be paid by lump sum or on a monthly straight life basis to the retiree.
