     AN ACT making appropriations for the operations, maintenance, support, and functioning of the judicial branch of the government of the Commonwealth of Kentucky and its various officers, boards, commissions, subdivisions, and other state supported activities.
     The Judicial Branch Budget Bill; appropriate in the Court of Justice moneys from the General Fund, restricted funds, and federal funds totaling $202,499,700 in fiscal year 2000-2001 and $224,116,900 in fiscal year 2001-2002; provide a 5% salary adjustment in fiscal year 2000-2001 and fiscal year 2001-2002 for nonelected court personnel, justices, and judges; include funds for the salaries of circuit clerks in fiscal year 2000-2001 and fiscal year 2001-2002 as recommended in the judicial branch budget recommendation; provide that the Circuit Court judgeships in Floyd (31st Circuit) and Christian County (3rd Circuit) are established as family court judgeships; provide for the 1999 actuarial assessed need for the Judicial Form Retirement System and $420,000 in each fiscal year contingent upon passage of enabling legislation related to senior status program for special judges; provide for the following local facility projects: Casey County $ 6,837,200 Magoffin County $ 7,606,200 Knott County $ 6,903,200 Bullitt County $14,336,600 Wayne County $ 7,339,300 Johnson County $ 7,461,200 Perry County $ 8,490,200 Muhlenberg County $ 6,958,500 Clay County $ 7,075,800 Simpson County $ 7,263,700 Breathitt County $ 6,735,400 Metcalfe County $ 5,493,300 Carter County $ 7,472,100 Cumberland County $ 5,560,200 Nelson County $12,553,800 Boone County $ 8,328,100 Bourbon County $ 2,400,000 Christian County $ 8,284,200 Harlan County $ 5,070,400 Harrison County $ 3,079,700 Franklin County - Lease Office Space Franklin County - Lease Court of Appeals.

HB 577 - AMENDMENTS


     HCS - Amend to provide full time secretarial support for the 49th Judicial District; provide that the Christian County courthouse project scope shall not exceed the use allowance authorized in 1998; provide that general fund support totaling $414,500 in FY 1999-2000 shall not be expended but be continued in FY 2000-2001 and appropriated to the Local Facilities fund; revise the Capital Projects courthouse project scope by deleting certain projects.
     HFA (1, J. Adams) - Provide funding for the Christian County Courthouse project.
     HFA (2, J. Crenshaw) - Provide authority to carry forward funding to the Local Facilities fund.
     SCS - Retain original provisions and amend to provide full-time secretarial support for 12 district court secretaries; provide funding for circuit judgeships in the 9th, 12th, and 21st Circuits in FY 2001-2002; provide funding for the Senior Judges Program in FY 2001-2002; revise the Capital Projects courthouse project scope by deleting certain projects; and provide language relating to court facility standards and guidelines.
     SFA (1, J. Pendleton) - Provide funding for Christian County courthouse.
     CCR - Committee cannot agree and requests Free Conference Committee be appointed.
     FCCR (Majority Report) - Retain the provisions of the Senate Committee Substitute and provide language regarding family court judgeships in Floyd County (31st Circuit) and Christian County (3rd Circuit); establish additional circuit judgeships in the 9th, 12th, and 21st Circuits and provide funding in each fiscal year; provide funds to increase the statutory maximum salary of trial commissioners; provide $25,000 in each fiscal year for the Mediation Center of Kentucky; provide language regarding use allowance for the Fayette County Courthouse contingent upon Short Street in Lexington, Kentucky remaining open to vehicular traffic; defer use allowance payments and related operating expenses until FB 2000-2002 for courthouse projects authorized in Casey, Magoffin, Knott, Bullitt, Wayne, Johnson, Perry, Muhlenberg, Clay, Simpson, Breathitt, Metcalfe, Carter, Cumberland, and Nelson counties; authorize additional project scope for Boone, Bourbon, Christian, Harlan, and Harrison county courthouse projects; authorize the senior judges status program to be funded from the Judicial Retirement System Base Level Budget; add Part III, General Provisions language allowing the fiscal court to assess additional fees and costs for the purpose of paying expenses for courthouses, bond costs, and administration thereof; and, add Part III, General Provisions language regarding the Family Court Pilot Project.
