AN ACT relating to family resource and youth service centers and declaring an emergency.
Amend KRS 156.497 to require the eligibility criteria for locating family resource and youth service centers be based on the school population qualifying for free or reduced price school meals.

HCS/FN - Create a noncodified section to declare an emergency to prevent the disqualification of operating centers.
HCA (1/Title, F. Rasche) - Title amendment to declare an emergency.
HCA (2, J. Lee) - Provide that grant program funding to the Cabinet for Families and Children shall include an increase equal to or greater than the general fund growth factor provided in agency budget instructions; require local districts to provide the same salary rate adjustment for classified employees of the centers as for certified employees in KRS 157.420(2).
HFA (1, J. Lee) - Provide that grant program funding to the Cabinet for Families and Children shall include an increase equal to or greater than the general fund growth factor provided in agency budget instructions; require local districts to provide the same salary rate adjustment for classified employees as provided for other local board of education employees in the same classification.
