HB 680 (BR 2096) - J. Gooch, G. Graham, J. Stewart

     AN ACT relating to health insurance.
     Amend KRS 18A.225 to provide that the state shall contribute 100 percent of the cost for single coverage on all plan types for each state employee group member; require the state to contribute for each state employee who selects dependent coverage an amount equal to 75 percent of the premium for parent-plus coverage in excess of the state contribution for individual coverage and 50 percent of the premium for couple or family coverage in excess of the state contribution for individual coverage.

HB 680 - AMENDMENTS


     HCS/LM - Retain provisions of the bill but delete the provision that increased the state contribution for dependent coverage for state employees; authorize the secretary of Finance and Administration Cabinet to transfer certain funds to the state employee appropriations account to be used to increase the amount of the state contribution for dependent coverage; require funds saved by the reduced state contribution to flexible spending accounts and the amounts in flexible spending accounts that remain after reimbursements have been processed to be transferred to the credit of the state employee's health insurance program appropriation account; require the transfer of funds from assessments of local governments and colleges that have retirees in the state employee health insurance program to the credit of the state employee's health insurance program appropriation account; require the Personnel Cabinet to study and make recommendations to the General Assembly prior to the 2002 Regular Session regarding increasing the state contribution for dependent coverage for state employees.
