AN ACT relating to compulsive gambling.
Create new sections of KRS Chapter 222 creating the Compulsive Gamblers Assistance Fund to be administered by the Division of Substance Abuse of the Department for Mental Health and Mental Retardation Services; establish funding mechanism and limitations on expenditures; define responsibilities of director; amend KRS 138.510 to partially fund the Compulsive Gamblers Assistance Fund from the total amount wagered subject to excise taxes; amend KRS 154A.130 to partially fund the Compulsive Gamblers Assistance Fund from the gross revenues of the state lottery; amend KRS 238.570 to partially fund the Compulsive Gamblers Assistance Fund from the gross receipts derived from all charitable gaming; amend KRS 164.7871 to conform.

Coleman) - Retail original provisions, except add a subsection that requires funding the fund for fiscal years 2001 and 2002 with funds that may be appropriated by the General Assembly, grants from the federal or state governments, or from any other public or private sources; delay funding the fund from the total amount wagered subject to excise taxes, gross revenues of the state lottery, and gross receipts derived from all charitable gaming until beginning in fiscal year 2003.
