AN ACT relating to workers' compensation and declaring an emergency.
     Amend KRS 342.0011 by revising the definition of total disability to include consideration of qualifications and training of the employee; amend various sections of KRS Chapter 342 to eliminate arbitrators and the arbitrator system; amend KRS 342.270 to require mediation before hearing; amend KRS 342.215 to restore the workers' compensation board; extend the terms of the existing board members; amend KRS 342.730 to increase factors in impairment grid by .25; amend KRS 342.815 to permit the Kentucky Employers' Mutual Insurance Authority to bring actions of fraud or to collect premiums in Fayette Circuit Court, or Fayette District Court, or in any other Circuit Court or District Court having venue; EMERGENCY.
