     AN ACT relating to state employee compensation.
     Amend KRS 12.029 to make technical changes pertaining to state government.

HB 728 - AMENDMENTS


     HCS - Delete original provisions and create a new section to KRS Chapter 64 to establish the Executive Branch Compensation Advisory Council; attach the council to the Personnel Cabinet; set out duties of the council; amend KRS 64.640 to require that the setting of salaries for administrative heads or other employees shall be subject to the approval of the Secretary of the Personnel Cabinet; amend KRS 64.690 to grant the Secretary of the Personnel Cabinet the authority to monitor and require compliance with this Act; amend KRS 18A.195 to require that an employee who is exempt from the provisions of the Fair Labor Standards Act may submit, in writing, a request to receive compensatory leave time at a rate of one and one-half hours for each hour worked in excess of forty hours per week.
     HCA (1/Title, C. Geveden) - Make title amendment.
     HFA (1, C. Geveden) - Require that salary schedules, which the Executive Branch Compensation Advisory Commission shall advise and make recommendations to the secretary of Personnel on for appropriate salaries, include only administrative bodies which the Personnel Cabinet provides personnel and payroll service to.
     HFA (2, C. Geveden) - Require that salary schedules recommended to the Secretary of Personnel by the Executive Branch Compensation Advisory Commission include only administrative bodies to which the Personnel Cabinet provides personnel and payroll service, with the exceptions of any governing body of any of the Kentucky Retirement Systems, the Kentucky Higher Education Assistance Authority, or the Council on Postsecondary Education.
     SCA (1, D. Kelly) - Remove KET from the provisions of this bill.
