AN ACT relating to state procurement.
Create new sections in KRS Chapter 45A that create a definition section to define made, manufacture, mined, grown, end product, unreasonable cost, and resident bidder or offeror; set forth guidelines for being a resident bidder or offeror; establish a 5% preference to be given to those products or services that are made, mined, manufactured, offered, or grown in Kentucky.
