AN ACT relating to crimes and punishments.
     Amend KRS 532.031 relating to hate crimes to broaden the definition of "hate", replace the list of offenses which constitute hate crimes with a provision stating that any felony or misdemeanor is a hate crime with requisite intent, provide for increasing the penalty for a hate crime by one degree above the offense committed, unless the offense is a Class A felony, and require the jury to determine if the offense was committed as a result of "hate" during the guilt phase of a trial.
