     AN ACT relating to mental health and substance abuse and declaring an emergency.
     Create new sections of KRS Chapter 210 to establish commission on mental illness, alcohol and other drug abuse disorders, and dual diagnosis; specify membership of commission; require a statewide report including the findings and recommendations of regional councils; require report to Governor and General Assembly; provide that the commission sunset in 4 years unless otherwise approved by General Assembly; create regional planning councils through the regional mental health and mental retardation boards; specify members; specify duties of regional councils; require regional councils to submit reports to the commission; provide that the regional councils sunset in 4 years unless otherwise authorized by the General Assembly; appropriation of $155,000 in fiscal year 2000-2001 and $155,000 in fiscal year 2001-2002; EMERGENCY.
