HB 850 (BR 1879) - B. Buckingham, J. Bruce, B. Colter, F. Rasche
AN ACT relating to career and technical education.
Create new sections of KRS Chapter 158 to define specific terms relating to career and technical education; to define the purposes of career and technical education; to require the Department of Education with input from a variety of other agencies to review and revise existing program standards, facilities, and equipment standards for career and technical education, to establish a needs assessment process in reviewing existing programs and for determining the need for new programs; to examine the current processes for assessing need, planning, funding, equipping, and operating new facilities; to complete a statewide analysis and report of academic achievement of technical education students who have completed or are enrolled in a sequence of 3 or more high school credits in a technical program, to provide technical assistance to schools; and to make recommendations to the Interim Joint Committee on Education; create a new section of KRS Chapter 157 to set forth a weighted funding formula to distribute funds appropriated for locally-operated secondary area centers and vocational departments; require recommendations for a funding formula for all secondary technical programs regardless of the education provider to the Interim Joint Committees on Education and Appropriations and Revenue; amend KRS 157.360 to phase out the deduct for students attending state-operated schools; add noncodified section to require the Education Professional Standards Board to create a work group to study the current requirements for teachers in technical fields; and add a noncodified section to require the Kentucky Board of Education and the State Board for Adult and Technical Education to make recommendations regarding a system of accountability for state-operated programs.
HB 850 - AMENDMENTS
HCS - Retain original provisions, except identify the Department of Technical Education as an equal partner in the review of standards for programs, equipment and facilities and in the development of assessments to determine if programs are appropriate; identify the Department of Technical Education as an equal partner in analyzing data from the Commonwealth Accountability and Testing System to determine how well students with three or more years of vocational education perform; remove the specific formula factors for funding locally-operated centers and require the Kentucky Board of Education to develop the formula; require a legislative committee to look at funding methodologies during the interim rather that the Kentucky Department of Education and make recommendations to the Interim Committee on Education and the Interim Committee on Appropriations and Revenue.

SCA (1, L. Casebier) - Retain original provisions, except require the Department of Education to approve the combining of eligible vocational programs into a single vocational department for purposes of funding for a school district that has been receiving state supplemental funds and has distributed its vocational programs among magnet career academies.
