AN ACT relating to contracts.
     Create a new section of KRS Chapter 45A to provide that memoranda of agreement, memoranda of understanding, and grants agreements relating to certain federally funded programs in the Department for Local Government and the Natural Resources and Environmental Protection Cabinet are not subject to routine review by the Legislative Research Commission's Government Contracts Review Committee.
