AN ACT relating to loads spilling on highways.
     Amend KRS 189.150, relating to loads spilling onto highways, to define "spilling"; require the owner or operator of a vehicle to cover all loads susceptible to shifting or spilling with a tarpaulin or other device suitable to prevent the load from spilling onto a highway; amend KRS 189.990, relating to penalties for violating traffic regulations, to establish fines for first, second, third, and subsequent offenses for failing to properly cover a load to prevent it from spilling onto a highway.
