     AN ACT proposing an amendment to Sections 36 and 42 of the Constitution of Kentucky relating to legislative sessions.
     Propose an amendment to Section 36 of the Constitution of Kentucky to enable the General Assembly to convene in odd-numbered years for an organizational session of five legislative days, and then adjourn until the first Tuesday in February when the General Assembly shall convene in a limited issues session for twenty-four legislative days during which time it may consider the current budget, appointments, government reorganizations, and authority for administrative regulations as though in regular session; propose an amendment to Section 42 of the Constitution of Kentucky to require that the limited issues session in odd-numbered years adjourn no later than March 24; provide for submission to voters and propose language for the ballot question.

HB 936 - AMENDMENTS


     HFA (1, J. Richards) - Amend to allow General Assembly to consider and act upon items in a limited issues session.
     SFA (1, A. Robinson) - Delete original provisions relating to proposing to amend Section 36 of the Constitution of Kentucky; in lieu thereof, propose an amendment to Section 36 of the Constitution of Kentucky to direct that the General Assembly convene in odd-numbered years for 30 legislative days, divided into two parts; direct that the first part of the session begin on the first Tuesday after the first Monday in January for the purposes of electing legislative leaders, adopting rules, organizing committees, and introducing and considering legislation; require the General Assembly to then adjourn until convening for the second part of the session of the first Tuesday in February of that year; direct that legislation introduced but not enacted in the first part of the session be carried over into the second part of the session; direct that bills raising revenue or appropriating funds shall not become law unless agreed to by three-fifths of all the members elected to each House; propose to amend Section 42 of the Constitution of Kentucky to require that the session in odd-numbered years not extend beyond March 30; retain provision providing for submission to voters.
     SFA (2, T. Shaughnessy) - Delete original provisions relating to proposing to amend Section 36 and Section 42 of the Constitution of Kentucky; in lieu thereof, propose to amend Section 36 of the Constitution of Kentucky to direct the General Assembly to convene in odd-numbered years for a limited issues session of twenty-four days for the purposes of electing legislative leaders, adopting rules of procedure, organizing committees, and considering and acting upon the current budget, appointments, government reorganizations, authority for administrative regulations, and no more than two issues added by the Governor; direct that no bill appropriating funds shall become a law unless agreed to by three-fifths of all the members elect to each House; propose to amend Section 42 of the Constitution of Kentucky to require that the limited issues section in odd-numbered years adjourn no later than February 24; retain provision providing for submission to voters and proposed language for the ballot question.
