Direct the Legislative Research Commission to establish a Motor Vehicle Insurance Study Group to clarify the issues regarding uninsured drivers and to formulate recommendations; direct that the study group be composed of twelve persons representing the Kentucky House of Representatives, the Kentucky Senate, the Department of Vehicle Regulation and the Department of Insurance; and direct the study group to address certain questions.
